New world

There's this dictator who decides to kind of shut down the world. 

I don't know how to explain this idea help-

It like strips everyone of their personalities, and they're locked in this sorta simulation where they just do work meaninglessly every day. It's a form of punishment that this dictator is giving because of how badly society treats the world. So while everyone's like this, the world gets some time to recover. 

Every month or however long, everyone is lined up and scanned for like their 'kindness meter' or something. If it's high enough then they're released from their comatose state and can go back to living life normally. If you would still endanger the world, or be generally kind of cruel you have to remain as you are, so there are no corrupt politicians or serial killers etc. 

That way earth becomes a sort of reasonable place, but some people are still against this policy.
