So this kid has a weird condition where whenever they walk or travel in any way, the rest of the world slows down which creates the effect of teleportation. The public label them as this freak/mutant. They're put on the news, trends on social media etc...

At some point, they're running away from a bunch of reporters/bullies/whatever and bumps into someone. This person is noticeably abnormal, like dodgy eyes/crooked nose/overly hairy or what, and he proposes something to this kid. 

The kid is introduced to an entire mini-village thing of people like him - who have been labelled as freaks. 

Some examples of people there could be an elderly woman who can remove gravity from certain areas, or a child who can create incredible friction due to a skin condition, and therefore produces fire/heat from his body. 

The kid is immediately welcomed and settles into their new home, but the more normal humans find out where they're staying and the village has to find a way to live peacefully without the other humans knowledge. This kid is the main character (obv) and so saves the village somehow tfgyhkj idk
