'She needs to calm her self down...' juvia thought. You saw the others, injured and are in a mess, also watching the scene unfold...
They were in horror to see the blue haired princess trying to stop everyone despite the consequence. She yelled as loud as she can, up above a trick tower. Not so long, Nami finally had it and began to order everyone to stop the rebel.
She took on hold to the injured Usopp and began to cry as well. "Reduce the number of casualties as much as possible!" she said screaming. But she knew that even if they do... it won't change the people's belief in this so could war. Their king and Vivi's father is dying... People starts to die... So what's the point?....
