Noted for his ability to follow orders and comply with both PsiOps and BlackOps without insubordination. Due to several classified missions has earned him significant rank in the Special Branch allowing him to lead his own unit and make a request of PsiCorps as a whole without denial. Officially psi operative Ivana Dostya was assigned to his unit pertaining to any HVTs that his unit may encounter. Unofficially, he requested she be assigned to his unit regarding their romantic involvment among their missions together. Carl Jenkins personally signed off on the request knowing their skills will only increase when working in tandem.
PsiCorps has also noted that there's a 86.43% chance that if the two were to bear children, most would become psionic later in life. Allowing for an increase in the human psionic population.
While the Special Branch originally discouraged their relationship, both have created a private psionic channel to communicate that even Jenkins has trouble entering unnoticed. This psionic connection has allowed almost a sixth sense when in the field and with focus, can extend to the entire squad allowing for near perfect reaction timing in hostile environments.

Digital black camoflauge is the base for Clarke and his entire unit. A significant indicator of his time with the Special Branch, the same goes for his personal HASS mechsuit as well. Both Clarke and Dostya have a tendency to command from the front, while this increases their danger, its also increased the troops morale to soar even when faced with suicide missions.

Many have expressed concern that there's a significant likelyhood that if either were to go rogue then everyone under their command would follow without hesitation. While this fear is still possible, its been disproved as with increasingly controversial suicide missions; both Clarke and Dostya have completed relatively unscathed. They've also sworn that their willing to stand trial long before even thinking of betraying the Federation. Thus, any action they commit is only to protect both the Federation and the Human species from annihilation.
