There are more than one of each Celestial, just as there is more than one of each Monster species.
When Starhenge fell from the sky, there were not twelve, but eighteen Celestials. There was a second Galvana, Attmoz, Glaishur, Blassoom, Hornacle, and Loodvigg. These secondary Celestials were protected by the others of their kind during the fall, shielded from the impact as their siblings turned themselves to stone.
The fall of Starhenge was believed to have been an accident caused by the influx of power from there being extra Celestials, which Starhenge was not meant to handle. The structure's power surged and sputtered, causing its rotation to come to a complete halt, and Starhenge began to fall. But something as immense as this couldn't be an accident.

She was there. She knew what happened. As her brother's arms encircled her and he allowed himself to turn to stone, she looked into the eye of the Celestial of Air... and saw through to the darkness in his heart. His brother protected him as Starhenge fell, but he showed upon his visage not an ounce of fear for the impact. It was then that she knew this had been no accident. Cumulus had brought Starhenge crashing down from the skies.

Upon unentangling herself, Galvea made a break for it. Cumulus had the others on his side already. The other remaining adult Celestials lunged for her, but Galvea leapt from the edge of the now-destroyed Island and into the unknown below. No matter what, she would not allow the power of creation to fall to the hands of the tainted.
Catching herself with her staff, Galvea took a moment to calm her breathing and observe her surroundings. Far below she could see twinkling lights, and hear the bustle of Monsters off in the distance. Did the Monsters build an Island upon the ground?
...no, what she could see was much too big and far too well-lit to be a mere Island. She heard no music from it, either. She wanted to see what it was. With luck, she may find somebody to help her take back Starhenge; at least, whatever was left of it. Hopefully somebody in this place knew how to speak Starbound.
In a surge of electricity, the Galvana zipped off towards the distant lights, hoping against all odds that there would be someone in the Monster world that could help her save not only her home, but her friends and brother as well.
