Tommy knows something Jack does not. He knows that Jack is trying to kill him but he finds it funny to see how many times Jack can fail to kill him in a day to week or month. At this point it is just too funny. He was interesting when Niki helped, as it lead to more extreme plans.
The first time he realised was when they tried to kill him with nukes. His best friends nukes as well. He has know from there.
He was happy when Niki stopped but Jack was still trying too. Attempt after attempt, time after time, failing at killing a kids that has died 3 times.
Really Jack.
Jack just stop.
