The Underground is located between Mount Weather and where The 100 will land. Where it says "Under". As you can see it's also close to TonDC.
The clan was created by military personnel that survived the apocalypse in an underground bunker. Throughout the years they took people in from the other clans that have been exiled or that were running away. Because of that they are now a clan that has beliefs similar to the other clans but a deep understanding of technology. The Underground is very advanced in technology.
