It had been five days since (L/N) had first set foot in the Watchtower. Following his discussion with The Watcher, he had been made to fill out a small stack of forms, mostly forms that stated in one way or another that from the moment of signing until midnight on his final day, he would be interning for The Watcher Agency. This meant any property or casualty damage he may cause during his internship would be accepted as the responsibility of The Watcher Agency, however, bodily harm he sustained would still be seen as the responsibility of UA Highschool. Something like this was common for hero course students. It was seen as an equal acceptance of risk. The hero agency would take responsibility for damages caused by their interns while UA would remain responsible for the safety of their students.
After the paperwork came introductions. The Watcher Agency had exactly 67 individuals under its employ spanning across the three major divisions and included subdivisions, as well as five licensed heroes. The Watcher was the founder and CEO of the agency. Despite being a Pro Hero, it was rare for him to personally work in the field. Instead, he remained in The Watchtower where he constantly kept watch over the city through the use of his quirk. If a situation arose, one of the agency's four sidekicks were dispatched to the scene.
[Hero: Cloudburst. Quirk: Weather. As the name suggests, her quirk allows her to control the weather. That means anything from heat waves to hailstorms, but she can only manipulate a localized area of at most one-hundred squared acres. Having worked for The Watcher for almost seven years, she is the senior most sidekick and the agency's number two.]
[Hero: Cortex. Quirk: Hard Drive. His brain can store a ridiculous amount of data which he can access at any time with infallible recall. He mostly helps support the other sidekicks with information, so he doesn't get a lot of press, but there's no one better suited for reconnaissance than him.]
[Hero: Lionheart. Quirk: Courage. Lionheart is as strong as she is brave. When at her best, she's strong enough to lift ten tons and practically indestructible. But if her confidence falters, she starts to lose power until she reverts to an average human.]
[Hero: Djinn. Quirk: Wish. Her reality warping powers allow her to grant up to three wishes a day, so long as they meet certain requirements. For instance, the person whose wish she grants must genuinely want that wish to come true. Also, any physical items that become wished into existence will disappear in twenty-four hours, and anything wished out of existence will return in the same amount of time. Djinn cannot grant her own wishes.]
Aside from learning how a hero agency was ran (L/N) didn't do much. He went on daily patrols with one of the sidekicks, only half listening as they explained the purpose of patrols, the extent of their authority, and the process of catching criminals. In the office, he was bunted around the different divisions so he could learn a little more of the specifics when it came to dealing with incoming requests and dealing with the media.
The Watcher's question echoed around his head once more as he was filing away a stack of papers. What is it he wanted and why? What type of question was that? What he wanted was to be able to control his quirk. As for the why, well, there was a certain tetraplegic who could answer that for him. It was such a pointless question, and that was what bothered him so much. The Watcher didn't seem like the type to ask rhetorical questions, so why ask when the answer was glaringly obvious? Did he think (L/N) had been lying? Or did his quirk give him some insight into (L/N)'s mind? What was it he had said? That he understood (L/N) better than (L/N) understood himself? What was that supposed to mean? Shaking his head (L/N) pushed the thought from his mind and resumed his filing.
On his second to last day at the agency a request from the Public Safety Committee came into the office requesting security at a large travelling fairground that would be visiting Kanagawa Prefecture that afternoon. The whole event was meant to be a fundraiser to help those who had lost loved ones to the Hero Killer's recent crusade across Japan. The Uwabami agency had also been contacted and would be sending a group of heroes as well, hoping to deter anyone from thinking about stealing the funds. The Watcher dispatched Cloudburst, Lionheart, and (L/N) to go to the event while he kept an eye out from The Watchtower.
