PicsArt was my first editing app. It's for free (with a premium option), has a lot of features and is therefore perfect for beginners.
Let's take a look at the design. This is what you see when you open the app:

You'll probably start on the PicsArt home page (left), followed by a discovery page. I don't even know the difference between these two to be honest, I've never used one of them before. The third picture shows challenges and that's actually pretty cool, because it allows you to take part in editing competitions and appear in the winner's gallery. The last button (right) brings you directly to your profile and as you can see: there's not much going on on mine. I uploaded one png of Octavia Blake from the TV show the 100 and that's it.
What you actually need is the little plus (+) button in the middle of the control center. Once you've clicked on this plus button a window with your photos, videos, replays by other editors, collage layouts, templates, a camera option, a drawing option, free backgrounds, free photos and colored background options opens up. The only things I use are photos and the transparent background you can see on the bottom left. I used to work with the drawing option, too but there's only a few brushes available and you can barely zoom in, so I wouldn't recommend working with this one.

Next we choose a photo we want to work with and this is what comes up:
