Neutral? I think. I can say that most of states are kind crazy, like Americans do.
But I don't know all of them much. I speak (and other trade things) with US mostly and don't have deal with states like states.
And with US I can talk about what's wrong with their states. They actually understand me and doesn't mad on me about it.
But I don't want to talk about it with states. I don't know how they can react and I needn't conflicts because of my critics(btw I sometimes do it).
