Jeff's skin was burned white... Which is an actual possiblity!

Burns are categorized into three degrees, one being superficial, three being serious burns that can cause damage to even organs and tendons underneath the skin. Jeff's burns (third degree) could actually have been serious enough to burn off, not only nerve receptors in his skin, but all the melonin (skin-color) in his skin... This does, however, mean that Jeff's skin is very thin in comparison to another humans, and you may even be able to see things under the skin, like blood-vessels and veins.
Another thing that can be explained- is that people often depict Jeff without a nose, or... At the very least without nostrils. It isn't a stretch to say that the fire sort of cartorized his nostrills shut... Or, if that didn't happen- all of Jeff's nose hair would have been burnt out, and the inside of his nose would also be white.

Jeff's eyelids are an entirely different story. While he supposedly cut them off; this could leave Jeff some seriously BAD side-affects. Eyelids are meant to keep the eyes wet, protect your eyes from sun, and dirt, and another multitude of things (which we will not go into since it doesn't pertain to us). Jeff running around for any extended period of time without being able to cry or protect his eyes seriously hinders his sight, and- as we have discussed above- he cannot feel anything due to the lack of nerves... So effectively; Jeff is blind, and cannot feel, thus he has to smell or listen in order to function.... Or he could get perscription-grade eye-drops to delay the effects.

Namely- the blue skin.
.... THERE IS SUCH A THING THAT WILL NATURALLY GIVE YOU BLUE SKIN.
The disease is called "Methemoglobinemia", and primarily is obtained through exposure to certain chemicals like Benzene, though it can be inheirited through interbreeding, or if both parents carry the recessive trait. The skin range can range anywhere from a light purple to indigo blue with almost brown lips... For my story, this works perfectly.
Though most secondary types of Methemoglobinemia result in terrible side-effects such as enemia, tay-sacs, and seziures, a simple hemoglopin enzyme deficiency just... Makes you have blue skin... Basically- the short end of it- is that the boy needs to take his vitamins.

There is no actual disease or disorder- however, for solid black eyes. Though there is something very similair.
The disease or... state, rather of Mydriasis is most often brought on by drugs, though a hormone defincy can cause it as well. Basically, all it is- is a super-dialated pupil that almost extends to the end of your iris'.
This does cause your eyes to be exposed or sensitive, which gives Jack further reason to wear a mask.

Now here's the REALLY creepy part- (beef) kidneys are high in the vitamins that Methemoglobninemia... What about human kidneys?

Or eyeless jack has hyphema .
