This is Sloan Slogan (not sure if I'll keep the last name yet). He is a loan shark that owns some clubs in Hell. He is Betty's ex (another OC I have yet to draw, but you all will see her eventually-). Felona owes a debt to him and he purposefully keeps her trapped, having to constantly pay back the money she borrowed. He has flirted with Fel before, multiple times, but she has no interest in him.
