In the quiet solitude of his bedroom, Ainz Ooal Gown delved into the pages of the government and tactical books spread before him. The room itself exuded an air of regality, from the intricately designed curtains to the elegant furniture that adorned the space. The soft glow of magical crystals cast a warm light, illuminating the words on the pages as he meticulously noted down every detail.

His mind, sharp and analytical, absorbed the information like a sponge. He envisioned the intricate web of power and authority that would shape his empire's future. Albedo, the embodiment of his loyalty, and Acadia, a trusted confidante, stood poised to serve as prime ministers, their intellect and unwavering dedication making them perfect choices for such critical roles.

Pandora's Actor, a versatile and skilled creation, would assume the pivotal position of royal advisor. A being capable of adapting to any form or role, would offer invaluable insights and guidance to Ainz in matters of statecraft.

As his gaze shifted to the realm of military strategy, he outlined the composition of his grand marshals. Cocytus, the formidable warrior with a strategic mind, would command his legions with precision. Rovuna, the cunning tactician, would complement Cocytus's might with her shrewdness. Astra and Elena, both possessing exceptional martial prowess and strategic acumen, would complete the quartet of grand marshals.

For matters of defense and security, Demiurge, the mastermind of Machiavellian schemes, would serve as chief of defense. Beleth, his trusted assistant, would assist in orchestrating the empire's defenses and ensuring its safety.

Turning his attention to the legislative branch, Ainz designated Darkness, a capable and cunning overseer, as the head of the congress. Her ability to control and manipulate for the good of the guild would prove invaluable in guiding the empire's policies.

In matters of justice, Angela, a paragon of unwavering righteousness because of her being an angel, would preside as the Chief Justice of the Supreme Court.

The House of Representatives, a collective of five hundred carefully selected individuals, would comprise the legislative body. These representatives would be entrusted with shaping the empire's laws and policies. The two hundred nobles in the Yggdrasil Kingdom will fill the role in the congress as they have the intellect on upholding their titles as former nobles. The remaining empty sits will be filled as much as possible of only Native Yggdrasil or has a pure bloodline of Yggdrasil advised by [Nova] as they have low chances of corruption and act of treason.

The Senate will compose of 100 members or more based on the representation of a species or a state or vassal nation. Allies can be considered a part of this senate to voice their concern or suggestions, but this Senate has little to no power as the rules of the Senate shall be upheld but the Senate is not required to do the same to other allied nation's rules that has joined the Senate.

the intelligence department would be led by Primus, the enigmatic "phantom slinger" of the dark forests on the 11th to 15th floor. As a level 100 ninja and assassin, Primus possessed the skills and cunning required to gather and analyze critical information for the empire's benefit.
