The Kamakura Project
The project that, in short would instill a sense of hope in the normal, non-talented students. The name was taken from Hope's Peak's founder, a mister Izuru Kamakura.
Beyond the surface of 'give us hope' was the underlying intention of human testing: simply implementing every known talent into one person.
There was much needed funding, in which the 'Reserve Course' was introduced, allowing 'regular' high schoolers to enroll at Hope's Peak, setting them into a now promised bright future. Their ability to seek better lives was now guaranteed, and roughly 2500 teenagers were enrolled.
There was one exception of those who were welcomed into the Reserve Course. A student who met and went beyond the required criteria of a fantastic candidate.
Hajime Hinata: a former student from Kodaka High
A sophomore; falls into line with graduating class 77. He was enrolled at Hope's Peak for the consideration of the project, including the waiving of tuition.
After several days, Hinata came to accept the offer and underwent the procedure.
The cost? Monetarily astronomical.

For those elsewhere, you may be wondering, what about the people Hinata left behind?
Someone must've cared for this boy.
Several somebodies did. Truth be told, Chiaki Nanami has been missing for a little bit of time. There was another girl, though. Rumor has it, she's seen Izuru Kamakura in person and he just isn't the way anyone would think.
The conversation ended with three words.
"Save your tears."
