After his final defeat at the end of LOTR's, Sauron was banished to a dark abyss, but then he was pulled out of it by a sinister figure calling himself... Lucifer.

The ring is only an antenna of sorts, it amplifies his powers ten full when he wields it. The ring itself though will break the mind of any demon who dares to try and wield it (insanity), Hell born or not it does the exact same thing to demons it does to living beings (humans, elves, dwarfs, etc etc) if held onto for to long or worn. However, it only does this to low level demons though, overlords are much more resistant to this effect. It is what also connects him to his fiery eye a top the tower.
