Worst mistake of their lives. Just because I have curly hair, it doesn't mean you can touch it. I understand that my hair is curly, I realized that in kindergarten. Besides, how creepy would it be if I started petting your hair in math class while you're trying to write a test? (Unless of course you are @Violet_Sparklez, in which case this is totally normal)
Too many of my friends, as well as complete strangers have made this mistake, and as a result have earned a slap (Force of habit, we can't help it). Straight-haired people, I'd advise you steer clear of this phrase, as it won't get you anywhere good.
