In the early 1800's, when electrical weapons and objects were first coming out,the council had an evil plan. When the clankers(steam punk police)heard of this news, they knew that they were going to outlaw them. So they put together a plan, a plan to still do their job and stay hidden. Jack was one of these officers, and he didn't expect anything to happen to him, but he was wrong.
