My main idea is that quirks show up after midoriya is born. He doesn't notice he can control not only quirks and other things. He stays more quiet but friendly but every time katsuki comes around he avoids the area. The reasoning of that would be if he gets to angry he might do something he will regret. He would meet shigiraki instead of All Might. All Might becomes power obsessed and people start to live in fear of him and become the so called "villains" to protect people from All Mights corruption.
