Signed after the defeat of CUSS in late 1960. Split CUSS into three sectors, modern day (west to east): Russian Federation, Siberia, Berina.

1. Split into three: Byelorussia, Russia and Siberia
1. Maximum of 10 divisions per sector, armoured units prohibited, storage of any missile prohibited, nuclear weapons prohibited
3. To be administered by ITO nations
4. Byelorussia to cede land to United Scandinavia

1. Maximum of 15 divisions per sector, nuclear weapons prohibited
2. Byelorussia renamed Russian Federation, Russia renamed Siberia, Siberia renamed Berina.
3. Russian Federation to cede Baltic Federation, Dneiper, Georzya and Klazystan as independent states.
4. Berina to cede territories to Yamato

1. No conventional military limits enforced
2. Confiscated CUSS nuclear weapons returned to the Russian Federation
