Appearance: A young woman with dirty blonde hair that looks a bit more brown than blonde. Eye color is stormy blue. Has natural long lashes and is Caucasian. Is believed to be a beautiful young woman despite not believing it herself. Style is professional but is more relaxed at home.

Height: 165-168 cm or 5'5"-5'6"

Voice Type: Has a deep sounding voice that makes one believe her singing voice to be alto. She can actually sing soprano. Is believed to sound like her mother and have more of her mother's features.

Personality: Used to be a kind and quiet girl before moving to Yokohama. Due to issues with others and people being fake with her though, she started to trust others a lot less. After moving, she became more two faced. More soft and gentle towards those she trusted and extremely cold to those who did not have her complete trust. Still kind but only to those she trusts.

Background: Cecelia was born in Missouri. Her sister was born in Mississippi about two years later. At age five, she first activated her ability against a bully and punched him into a wall. She started training herself since then to grow stronger without having to rely on her ability a lot. Grew up normally with her sister and got a boyfriend at age 14. Many people asked her for many strength favors using her ability, causing her not only malnutrition issues but also developing high key trust issues. Was snuck out of America at age 16 using a field trip as a way to cover it up. A few months later, she beat up Dazai for hurting her sister as he was in charge of her. Shortly afterwards, she almost killed Mori out of rage. Cecelia was then trained to be a mafiosa, staying with them for about two years before leaving. Now happily works for the Armed Detective Agency.

Likes: Sweets, comfortable clothing, jewelry, her family and friends, morality, and fluffy animals

Dislikes: Black coffee, those who harm the ones she cares for, Mori Ougai, and being asked for favors that involve her ability

Strengths: Intelligence, being able to keep calm, natural leader, kind and caring, and very helpful

Flaws: Cold, not very trusting, somewhat impulsive, can get very emotional, gets easily stressed, has a tendency to blow up, can get impatient, and is two faced

Cecelia's Skills:

High Strength and Speed- Cecelia is immensely strong having been training herself since age 5. Due to this, she is also very quick. This makes it easy for her to catch running criminals as she is said to catch up to them in a record time of two minutes and 25 seconds.

High Intelligence- Cecelia is very smart. She can determine an enemy's moves, which gives her the upper hand. She also has a high EQ as she can easily sense intentions from body language. Unlike Dazai, she doesn't use idiocy to hide her high intelligence. She merely acts as though her smarts are average or slightly above average. Her smarts are also helpful when it comes to learning new languages.
