The Capitol citizens vote/bets for which tribute they think is most likely to win. They do this by rating their odds against each tribute ranking them 24-1.
24-1 being the weakest and 1-1 being the greatest. This process also includes the tributes height and weight which can repress or help their odds. Odds may help the tributes with sponsors.
