To simplify it – a crazy 'doctor' with utopian (yet already existing) ideas, highly skilled in the field of science. At this point, we got at least 4 Dottores running around in Teyvat, possibly much more. Just analysing the Manga and the we can find 4 Dottores:

Being able to clone himself is what makes Dottore powerful. At this point, this guy is walking on the immortality line – whenever his body gets too old, he can simply make another and transfer his consciousness in it. However, is it really as good as it seems?
Such transfers come with their own danger – memory fractures. Unless he found some magical, 0 waste way, his memories and consciousness will get fractured, fractioned and lost during the very often transferring process until he finally becomes insane.

So far, we got 2 Harbingers as the weekly boss in game. What makes Dottore different? He might become a boss AND a playable character in future.
However, concerning his potential boss battle, how could it work? As mentioned previously – the guy is more or less immortal with the amount of segments he has created of himself. This raises a question – will he be the same like Voldemort in the Harry Potter world?
To defeat the 'You know who', Harry had to destroy all horcruxes – items with a small part of Voldemort himself. In Genshin, to defeat the real Dottore (or at very least – weaken him) Traveler might need to find and kill all of his clones.
Surely, Hoyoverse could take an easier path and let Traveler beat up one of Dottore's segments and call it a day.
