As for Jack, he did attend the party but left at the middle of the celebration due to he was to do something
And that something is he must train to use the power of The Ghost Rider to it's full potential with The Watcher helping him as Carter tells Jack all of the known abilities that the Ghost Rider can do, with The Penance Stare as the most powerful supernatural ability that can incapacitates victims and demons like Blackheart

Noelle: Do you need something sir?
???: Oh nothing young lady, I already got what I needed already

but then everything went black for her, but not before she heard Akagi screaming for her name
At Jack's side
We could see Jack and Enterprise cleaning the dishes as they've just finished eating lunch before they completely left for there work
But then they heard Akagi screaming Noelle's name, causing Jack and Enterprise to go there as they could hear some explosions now, With Amagi, Kawakaze, Yorktown, and Mutsu following them
and as they head outside the house They saw an injured Akagi with a mysterious man holding an Noelle, who was unconscious
But as Jack saw the Mysterious Man carefully, he recognized who he is
Jack: Blackheart
Blackheart: Finally, The New Ghost Rider showed up
Jack: Leave my sister out of this!
Blackheart: I can but, If you give the contract, and if you don't I'll make sure you'll never see her again
Akagi: Let her go *throws a talisman towards Blackheart*
but then Blackheart throwed two knives with one deflecting the talisman and one stabbing Akagi, causing Amagi to go to where Akagi is to protect her
