Another Preternatural character. Harley works at Candyman's candy shop, and he is Candy's cousin. The reason he has stitches on his neck (and various other unexposed parts of his body) is because without them he would literally fall apart.
His first appearance will be in page 8 along with another character that has not been revealed yet. :3
