Is izuku's quirk is a single quirk with three different parts
Part one is the pocket dimension that holds the scps, it is infinite along with any of the scps needs, maintenance of the containment cells is done by anomalous means and is almost instantly
Part two is how izuku gains the scps, he gains them buy reading the files about them and then they are added to the pocket dimension

Part 3 is the usage of the scps as there are two parts
he can directly summon them (highly suggest to make a bond so they don't cause mass casualties)
he can use their abilities (gains some of their appearances in the process)

Addendum one, when subject (izuku) hears data about a SCP it is counted as him reading it and therefore added
Addendum 2, after repetitive use of scps subject (izuku) can gain multiple traits, as a result from training he has discovered he has a near instantaneous regeneration, and Major increase in stamina due to 682 fighting with him as a "sparring partner" after all "what's better than fighting something that constantly adapts?"

682 proceeded to go underneath the acid and go back to what izuku presumed was a sleep like state for 4 hour only to resurface and ask izuku to spar
Izuku now knowing he can't be injured or die due to unintended acid bath accepted... several times...and got beat every time but he lasted just a couple minutes longer each time
