ACT 1 - EXPERIMENTATION

We have gathered our next batch. Send them to the spare closet for now, as the cells are out of order after the last batch attempted to break out. We will send them to their separate cells once it is finished.
Ensure that we increase our security measures. If I see this batch escape, I will not take it kindly. We don't want another incident like in '89. Pause the operation for now. Wait until it is finished.

It is a snowy evening in Blackwood. In a secluded area, a group of teenagers have been taken to a brutalist, monochromatic set of concrete buildings and stored in a closet like a set of spare cleaning supplies.
The group had been reported missing days earlier. Each of their cases was filed days apart, always seemingly connected. The motivation for their kidnapping is unclear. Neither is it known that there is a motivation.
One of these teenagers, labeled "03" by staff, had their case filed the latest. The remnants of their past life that they brought with them being the scarf that is currently on a shelf somewhere in the facility.
Seemingly out of the blue, the intercom blares loud enough for 03 to awaken, eyes widening. The first thing they see is a door in front of them; the only source of illumination is from the lights outside seeping from under the door.
They can also feel their wrists together, seemingly cuffed... for some reason. He tries to move them apart, but they give up after a while. They hit their wrists on the wall, but all it does is make his wrists hurt.
He can't see anything other than a broom at his side. 03 gets up, having a hard time as it feels as though they haven't stood up in days. He places his hands on the wall, looking for a light switch. There's got to be one somewhere...

The room is suddenly covered in a blinding yet moderately dim light, only lit by a feeble, fragile light bulb. The walls are plain gray concrete, with mostly empty shelves on them aside from the single red towel.
03 is more drawn to what he was sitting next to — a trio of teenagers, two of whom are unconscious; all three are cuffed. The only one who is conscious has been staring at the floor for what seems to have been the entire time they were awake.
03, taken aback, is hesitant to say anything. Should they ask anything or just say hi? I mean, it would be weird to just ask out of nowhere... but so is staring at the floor, ignoring the person in front of them.
"Uh... hi?" 03 murmurs, trying to get a response. All the person does is turn to look at him. 03 pauses. "Uhhhh, so... 01, is it?" he asks. The person just sighs and looks down again. 03 decides not to bother with getting this person to talk and sits back down.
03 occasionally glances at 01. He starts to wonder what this guy's deal is... if he has any. Maybe he just doesn't really want to do anything. It's completely fair, but... Does he really not want to leave?
