What is known so far:
He was a former member of Rainbow, either an operator or even a director since he told Harry that he screwed up "his" rainbow. He killed Harry and is currently a terrorist, and the one who framed Nighthaven by stealing their equipment. He is also the one behind the assassination of the CEO of Yabarak security, Masayuki Yahata if front of Azami. ——
Non-cannon (personal take on Deimos)
Deimos really caused a butterfly effect, his motive to destroy rainbow is clear but as for the reason why is unsure. It could be major disappointment, dishonorable discharge, betrayal etc..
He knew the best way to get rid of rainbow was ruin their unity and trust. He was the reason why Thermite went berserk at the tournament causing Jäger to lash out with his outbreak side. Separating the hive and rainbow was his goal, and he'll make sure to ensure they stay separated. It goes downhill from there on his plan, as he aims at anyone associated with rainbow. The braves and UA are not safe either, but that will come in time.
