Levi is, objectively, seen as very attractive. And despite his small frame and grumpy expressions, I'm sure most people in the universe would agree with this.
We know that Levi was famous in the Underground City. I don't think he was practically liked for his looks by woman and men, but more so because of his reputation.
Many people often associated the conversation that Levi had with Zeke in the forest, where he talked about having been popular, with him being a womanizer or a Chad that gets all the ladies.
That is rather wrong though. Levi was popular for his reputation as humanity's strongest – before he decided to safe Armin instead of Erwin. And he was also popular in the Underground City. But not necessarily because he was great looking.
Generally, despite not living in the aot universe, I think it's obvious that Levi is gorgeous.

I like that he is small.
I have seen a lot of fan arts where the artist made him super big and thick everywhere. And while I think it's okay to portray him however someone wants him to be portrayed, as he is just a fictional character, I really want to give credit to his official drawing.

For a man, he is small. Yes. Everyone knows that. And this is something that makes me admire him even more. He's so strong and powerful, imitating and respected, even if men like him are usually made fun of – which he probably experienced himself many times.
Yet this doesn't change anything. Because his personality and heart are bigger.
