Hey, lovelies!
So, it's time for another clarification.
After careful consideration, I have decided to omit Time Turners from the story altogether. Because honestly, they are a horrible plot device and most of the time make no sense at all. It creates for a bunch of unnecessary plotholes and are anyways destroyed in the fifth book and never used again.
Also, well, I like to challenge myself. A lot of the plot points of the story I'm figuring out as I go. I don't have everything jotted down or worked out from before hand. And I honestly want to see if I can make Prisoner happen without the Time Turners.
Again, we have to consider, that even if the Time Turners do exist, there is no way a thirteen years old witch will be handed one just to take extra classes. No matter how brilliant she is. And if, by some miracle that was allowed, there is absolutely no way the ministry wouldn't know about it.
So, unless you want to consider the possibility that Hogwarts has a secret stash of time turners which Dumbledore is lending out to several students on a regular basis (because we have to consider Hermione wasn't the only one to take more classes than was possible to take), the time Turner doesn't fit. And if you do consider that possibility...well.... it's a crime that could land you in Azkaban and while I agree that Dumbledore can be reckless at times, I am very sure he will not be reckless enough to risk imprisonment for all the Hogwarts staff and the students using said Time Turners.
Anyways, so that's it. Hopefully you'll understand the reason behind the choice. I am reasonably certain I will still be able to make the story enjoyable for all of you.
