"Over the years I've compiled some damning evidence from a case that has long since been cold. Some of my superiors over at the IPPA believe that the killer's identity would never be found, and they've just dropped it without a second of hesitation. Their motive for doing so is because of the "lack of evidence" they've gathered at the crime scene. They also said that the people they've gathered for eyewitness testimonies have been labeled under Witness Protection. That was good to hear, well, until I realized that their names have long been scrubbed from evidential archives. Why? How do you not use this information to help catch the suspect of this mutilation? They said they have, yet they couldn't find any leads regarding the investigation. That's when I hit a dead end, so eventually I had a talk with some of the other people that worked on the case, when he mentioned something I've long since figured."
