Among other countries, Sovran is the only one on lockdown, it has the tightest and most heightened security. No one can enter or leave the borders without the application being reviewed and approved by the council. Over the past century, the council has been keeping an eye on every single individual. I knew for sure why, the day when destiny birthed Erro.
They have access to every single citizen's health records, assets, expenses and whereabouts. Not a single piece of information could pass through without being monitored by the council.
A person can be tracked down in a matter of minutes through all the circulating pigmy. They are round moving cameras with multiple eyes and are oftentimes referred to as seraphim. Its structure closely follow the biblical description of what an angel looked like.
Sovran also abides by the strict biometrics system, with that alone, one's daily routine can be observed. Even I can attest by how effective the system was as it's a pain in the ass to many occasions. However, there's no such thing as perfect surveillance. A little orchestration with the strings through connection and money, one may bend or break the rules without being caught.
Moreso, with the existence of Erro, the possibilities became endless. I once encountered an Erro who has invisibility as his skill. He fends himself by stealing valuable items in Ran and proceeds to auction it at Anza. The council is nowhere close to tracking his whereabouts.
One common knowledge to every communi is that there are ten members of the council and each state has their respective representatives. They are the ones known and observed publicly. However, three more council members remain unknown, some even claim that the 'ten member council' is only a hoax. Some say that maybe the other founding members don't want their position to affect their 'normal' citizen life, thus refraining from being known by the public.
If I may to deduce, maybe among those decade of annihilation and aggravation from both parties, at the endㅡthey seem to find a compromise. Those three members are the diplomats from Erro's side. The circumstances are already a dead giveaway; the scientific breakthroughs, economic boost and the peace and order within the country skyrocketed.
Browsing the history, those scenarios cannot be attained solely in a few decades, judging by how fast paced the development was. Not that I am belittling human capability, but somehow I am.
For sure they've received some help from more capable people.
Although this may seem as a win-win set-up, I highly doubt it. Keeping in mind how innate it is for a human to safekeep a leverage just in case desperate times knock on their door, I know for sure that they are keeping certain cards to their advantage.
The same goes with the Erro's, one living example is the Neuro-Nexar Inc. It is a secret organization fostering Erros' and acts as the council for their kind. They are the ones to handle rouge Erros' roaming and messing with the system. They also offer education and mandated training courses in order to help how they can handle their gifts.
