Fighting Capabilities
☆ Swordsmanship: When he first enlisted in the Imperial Navy, he underwent sword training. His dedication to his training impressed his instructors.
☆ Hand-to-hand: He used to be a common street brawler before enlisting in the Imperial Navy. His hand-to-hand combat skills became refined under the right training. He is reputed to give a powerful uppercut that can send an assailant flying backwards a few feet onto the ground, and is great at dodging attacks.
☆ Firearms Proficiency: Jacquard is known to be a good shot with the small arms of the Imperial Navy, and is feared by the Kodians for shooting his foes in the eye.
Armaments
☆ Revolver: Standard-issue revolver in the Lodelian Imperial Navy. Six-shot cylinder. Chambered in .32 caliber(1). Jacquard's revolver was fitted with a special custom handle that is not only comfortable to hold, but is also effective for pistol-whipping enemies.
☆ Saber: A Lodelian naval steel saber used for melee combat against enemy combatants. Effective in cutting and stabbing.

Background
Arthur Jacquard had a tough life growing up poor and alone in the Lodel Empire. In his young adulthood, he became a street brawler participating in an underground fight club in order to make money for himself. That was, until he saw propaganda posters encouraging men to enlist in the Imperial Navy. And that's exactly what Jacquard did. He was determined to prove himself. He dedicated himself to his training in a way that ended up inspiring others to do the same, surprising and impressing the instructors.
One of them, in particular, saw potential in Jacquard as a great leader; Captain Alceste Corne of the LIS(3) Chasseur. And so, Corne took Jacquard under his wing to teach him how to lead men at sea. He put Captain Corne's teachings to good use during a skirmish with the infamous Iron Skulls pirate crew, rallying the seamen to beat back the oceanic criminals, as well as sinking their ship. He kept up the good work with each subsequent battle, making him a popular figure among the lower-ranking sailors.
At one point as he climbed through ranks, he ended up being recommended by Corne for the prestigious Red Fleet, despite the disdain of those who were high-born. They were unable to deny his brilliant leadership and quick thinking in heated situations, however.
He then made a name for himself during the Kodian-Lodelian War, where he met his worthiest adversary; Androw Lawrence Xavier of the Kodian Royal Navy. These two mortal enemies fought fiercely against each other on numerous occasions, whenever their respective fleets faced off during the war. During one of those confrontations, Xavier dealt Jacquard a wicked scar on his face, which he has since started covering up with an eyepatch.
