His soul is like said Half Determination and half fear (notice he has no where near the levels as Frisk or Chara)
His abilities include: The fear soul's abilities -illusions (note: is not used until later) and the ability to live on due to Determination like Undyne but a weaker version and no transformation ,Bones,Gaster blasters, blue magic nd finally Red knifes (his most prominently used abilitiy)
(and no he is not overpowered he is about the same level as non-hate using Betty but with the addition of skeleton magic like Sans but not at his level of control so this version of Betty is stronger than him, so keep that in mind)

I stop beside Sans as he hold Papyrus's scarf as I know what happened and look down
Sans:"the human made it to Waterfall Alph already worned Undyne and is evacuating everyone, I don't know were Emile is but I think he followed Frisk to slow them down at Holland" he said it with his empty voice which is all I needed to know what to expect from Undyne's fight
