If a girl walks by you with a 'showing' bikini on, it doesn't mean she's 'asking for it' or 'she's trying to get guys attention.
When girls were stuff like that, it either means that they are hot and need to cool down, if your at the beach, you will see people with bikinis on, but it isn't an invitation to touch them. You still need to ask first.
It's not only girls. Some men were crop tops, too, and most of them, while working on something in the heat, they usually have no shirt on. It still doesn't mean 'he's asking for it' or 'he wants to be touched'.
A lot of people think it's only women, but there have been a lot of that because they think only men need to ask for consent. Especially in a lgbtq marriage, no matter what gender you are, you have to ask the other for consent before doing anything.
