Your neko should never leave home without their collar / bell on. If they do then other people may think they're a stray and try to adopt them or take them to the pound.
Young nekos shouldn't leave the house without their Master, because young nekos can't get their collar / bell until they're older and no neko should be out without a collar / bell.
A neko without their Master with them and a collar / bell on shows that they're responsible and mature enough to go out on their own. It's quite the achievement.
Never leave your neko unattended unless they have their collar / bell on.
