He thought he could create the bodies but he could not, this meant that they would be delayed, however, the container for the souls was ready. He was agitated about it as he had wanted them to be ready for when Razevan returned from infiltrating Hades' domain. However, there was some good news for them and that was the power transfer of Lilith's power to Razevan. This would allow Razevan to develop demons with capable power and imbue the new bodies.
