You're only allowed to go out of this area if Mr. Takahiro is with you. The door also has it as well so if you took off your house arrest then you'll get a beep that you need your house arrest on you. The only time you'll get it off is when you're taking a bath or changing.
The police handed Takahiro a tracking device so he could track down any move that Rikora make & has a button that he can press whenever he has Rikora with him whenever they're out of the area that Rikora was allowed in.
