The Hunger Games restarted in the year 121 after the Capitol and District 13 took over the World Alliance, creating District 14 from amongst the continents.
It was decided that each tribute reaped would pick their competitor in the next District, but the last victor would perform the first reaping. They would be kept on the same train, but in separate cars with their mentors. Each train had over 30 cars. One tribute would fight per District, and two tributes would come out on top as part of a new treaty signed.
Alongside the thirteen original Districts, Asia, Europe, Oceania, South America/the Caribbean, and Africa would be joining as the new District 14.
The Capitol had divided in their support of the Hunger Games, leading to District 0, made from over 238,000 Capitolites now living in a secluded area of the Capitol.
They would create products out of what was sent from the Districts to the Capitolites who had sided with the control of Panem, as well as work in construction. District 0 would also send a tribute to fight.
Hawaii was added to District 4, Mexico was added to District 10, and Districts 6, 7, and 9 would reap from Alaska. The "free people" or people living in Panem not under the rule of the Capitol, were sent to the nearest District to live in. Lastly, Canada was added to District 13.
Citizens from all over the world were forcibly moved to the Districts to bring their numbers up, but each country still had up to 200,000 people, and those were the smallest ones. The largest ones had more than a million.
With fifteen tributes per Games, many in the new and improved Capitol excitedly awaited the upcoming reapings, with one occurring each day from the 20th of June to the 4th of July.
