Carla entered the towering hall lined with the holographic faces of High Council Elders, the leaders who guided humanity since their exile from Earth generations ago. She stepped forth boldly, prepared to argue passionately for her daring proposal no matter the risks.

"Lieutenant Commander Danning," the central Elder's voice boomed. "We have reviewed your plan to return to attack the so-called Godzilla creature now dominating Earth utilizing an experimental weapon. While ambitious, we find this endeavor quite...ill-advised."

Murmurs of agreement echoed among the dozen Council faces. Carla clenched her fists, having anticipated their hesitance.

"With respect Elders, I must strongly disagree," Carla responded resolutely. "That monster wiped out 80% of humanity virtually unopposed. Now we finally have the technology for a proper fight via the orbital photon cannon my team developed."

The central Elder raised a skeptical eyebrow. "Yes, this weapon does appear impressively destructive based on simulations...perhaps even capable of injuring Godzilla theoretically." His eyes narrowed critically. "Yet delivering such an attack remains highly uncertain given Godzilla's past resilience. And certainly incapable of defeating him permanently when our entire planetary arsenal already failed utterly."

More concurring murmurs as Carla's expression hardened with determination. Years developing the photon cannon fueled her unshakable belief in the risky plan.

"Damage is not the objective - only demonstration," Carla refuted. "We prove Godzilla is not invincible by hurting and potentially repelling him back to dormancy. After that we rebuild Earth's defenses in preparation for larger attacks."

"Larger attacks? Preposterous!" objected an Elder. "Godzilla withstood humanity's most powerful weapons without serious harm. Now you propose irritating the beast like a bee sting then returning?" His hologram glared critically. "Have you gone mad, Commander?"

"We hurt and humiliate him!" Carla shouted back fiercely. "Make Godzilla realize mankind is not gone and we intend to defeat him through superior technology and valor. He must understand it is only a matter of time before we retake Earth!" Her voice echoed powerfully off the chamber walls.

Dismayed murmurs greeted this passioned outburst. The central Elder raised a hand for silence before responding solemnly.

"Your desire to confront this creature threatening our ancestral home is understandable on emotional grounds, Commander Danning,” he said gently. “But we cannot jeopardize so many lives and resources simply to prove a point to a mindless animal."

Carla stepped forward angrily, eyes ablaze with conviction.

"Godzilla is no mere animal and this is no pointless mollification!" she declared hotly. "That fiend revels in Earth's devastation because he believes he conquered humanity! We must shake him from complacency, force Godzilla to acknowledge our persistence no matter the struggle or sacrifice! Only then will the long fight towards reoccupation seem tenable for our people.”
