4: New Hokage, Old Rules

"You wished to see me, Lady Hokage?" Kanade said, entering the Hokage's office.

"Yes, come in, Kanade." Tsunade said.

Tsunade had been made Hokage a few months after the Third Hokage's death.

She was well informed about the situation between Kanade, Itachi and Akane. It was now up to her to make sure their relationship was kept secret. She knew how important it was to her village.

"I take it you are aware the organization Akatsuki is at large?" Tsunade asked.

"Yes, I heard about that." Kanade admitted. "Those two men who infiltrated the village for Naruto are part of it aren't they?"

Tsunade hesitated before nodding. "They are an organization of rouge ninjas who are tasked to capturing all of the tailed beats, including the one that is inside Naruto Uzumaki."

"I understand." Kanade replied. "But what do they want with all the tailed beats?"

"That is unclear for the moment, but there is nothing good behind their motive." Tsunade said. "But that is not why I have summoned you here."

She continued. "It has been decided that everyone, Chunin level or lower, is to be taken off missions for the time being."

"Wait, what?" Kanade said in disbelief

"Wait, what?" Kanade said in disbelief. "Why?"

"I don't think you are aware of how dangerous the Akatsuki are at the moment." Tsunade said. "They are a powerful group, they will stop at nothing to get what they want."

"But, Lady Hokage!" Kanade protested, taking a step forward. "That doesn't make any sense, surely we need every shinobi we can to take on the Akatsuki, the Jonin can't take care of it by themselves!"

Tsunade got to her feet behind her desk. "I do not want to hear your protest, Kanade!"

She continued. "This is for your own protection! With the Akatsuki finally revealing themselves, we cannot risk losing anyone!"

"I do not mean to protest, Lady Tsunade." Kanade admitted. "But when have I ever failed a mission D-rank to A-rank, I know I can handle myself, you don't need to worry!"

"This is not up for debate." Tsunade said, taking her seat. "This is our final decision, it's just for a while, until we can take down the Akatsuki."

Kanade looked down in defeat. 

It just didn't make any sense. Every Chunin and Genin was being taken off missions? Was the Akatsuki really that dangerous or was there something else behind this decision?

"Just remember, Kanade." Tsunade began. "You are not to leave the village under any circumstances, or there will be consequences."

"I understand." Kanade said regretfully. 

Although she did not agree with this decision, she knew there was nothing she could do about it.  

Orders were orders.
