When Criminals of the underground found out that Spider-Man was nowhere to be seen the first two weeks. Everything changed. Crime spiked at a all time high. More thieves, murderers, and Psychopaths began to appear daily. Super Villains began to take a rise to rule with an iron fist. With so much opportunity at play, Wilson Fisk AKA Kingpin, Made a deal with other super villains. Give his men the equipment and weapons they need, he'll give them a piece of not just New York, but the entire world in his new market.
Now every super villain and their mama would rather get ripped apart by a god damn symbiote than share a piece of anything, but the idea of the world in their hands? Honestly too good to pass up. So Fisk had become new business partners with Red Skull, M.O.D.O.K, Dr. Doom, Norman Osborn, Kraven, and Magneto.
From there, everything came spiraling down. All of crime had escalated into a war zone. Henchmen from Wilson Fisk, A.I.M, Kraven's Hunters, The Brotherhood, and Hydra, began to clear out homes and hunt people down. Doombots had surrounded the city, destroying anything that could jeopardize the mission. Airways, Harbors, and Bridges. The ones leading this charge were Spider-Man's old enemies. Fisk had made Rhino, Shocker, Vulture, Scorpion, Electro, Mr.Negative, Chameleon, Mysterio, and Sandman, generals in this allied army.
When the "Heroes" caught wind of it, Everything was caught into chaos. The only reason they know about it was because Nick Fury who had returned, had to barge in and get them in check because they were too busy partying. Many like Iron Man, Hawkeye, Cyclops, Ant-Man, and Mr.Fantastic had an over inflated egos believing that they could handle it with in a matter of hours.
They have not won a single battle to this day. The Brotherhood had made it their personal mission to brutally attack the X-Men and destroy what their mansion. Parents who had kids there, feared for their safety. So they pulled them out and went into hiding. Some mutants even join Magneto out of fear. Doom had sent his drones to attack the Baxter Building just to spite them. The defenders were thrown out of Hell's Kitchen by Fisk and Spider-Man's rogues. Even the Avengers couldn't beat them. They were embarrassed, humiliated, and beaten.
The fighting had gotten so bad that the president had declared martial law for the city and New York had been quarantined. No one gets in or out until this conflict is resolved.

The Avengers were currently patching their wounds from their last battle. What happened? They got their asses handed to 'em that's what. That's when Nick Fury had arrived to see if there was any new progress, only to see the same result.
Fury: I can't believe this bullshit. This is just sad and pathetic! I put together this force, this squad, this team! To be a last line of defense! To be the greatest protectors of the world! The Earth's Mightiest Heroes, and what do I see?! A bunch of stupid ass, half baked, assholes with all of their heads up each other's ass!
