A losing game - Soukoku angst

Mori sat on his chair, in his office while Elise scribbled on some papers with her crayons, 'Elise-chan~' said Mori 'Oh, Rintarou please shut up for goodness' sake!' said Elise at once, she won't handle Mori's rumbles today! Mori suddenly had a memory, he quickly shuffled up his documents and found a paper, it was written as follows:-

'Hereby, lays a paper which will have the power to change a fate of two organizations, The Armed Detective Agency and the Port  Mafia,' and many more continuing, it was an agreement, made by both Fukuzawa and him, a paper which made an exchange. It depends on the highest executive who will they choose? Mori thought for a second and called out 'Excuse me, call Chuuya Nakahara for me' the man quickly went to Chuuya's office.

Meanwhile, Chuuya was muttering something angrily under his breath about the paper of course, he had tried to forget about the encounter him and Dazai had. Soon, the moment was interrupted by the noise of the man 'Hello, sir Chuuya Nakahara, I hereby am to tell you that the respected Port mafia's leader, Mori Ougai have called out to you, you must be there at once, so then-I'll be taking my leave now' the man bowed out and left. 

Chuuya got out of his office, groaning and walking out. He came to Mori's office, 'Come in,' said Mori. Chuuya comes in 'You summoned me?' asked Chuuya.  'Oh yes, I did, I want to have some talk with you, so please sit down'. Chuuya  did what Mori asked to-sat down, 'Yes sir, what is this important 'talk' you wanted to say..?' Mori then gulped and continued on-

'So, I would like you to first read this paper' Mori then handed out this paper. Chuuya took them and read out aloud. 'Hereby, lays a paper which will have the power to change a fate of two organizations, The Armed Detective Agency and the Port Mafia--The highest executive of the port mafia have the power to change it' Chuuya's eyes widened in this, 'The highest executive can take one member of the Armed Detective Agency, and make them join the port mafia, against their will or not, but two conditions.. 1-they must only choose one person, 2-The person Of the ADA, will have to join against their will,' Chuuya's eyes narrowed more, 'So according to this paper.. I have the decision to choose..?' 'If you mean hypothetically, yes you do' Mori answered.

'Let's see, there is only one person Chuuya will choose.. and that person is of my benefit' Mori thought to himself and smiled of course to himself. 'Sir-' Chuuya was cut out 'You may go now, please choose by tomorrow' even if Mori mentioned 'may' in this it was obvious that Chuuya had to leave now..

So Chuuya got up and left the office taking the papers. He still couldn't eat the fact that he has the power to choose such a strong decision, is it really worth it?
