Alpha's within the pack are allowed to create their own packs if they choose, eg: Talia who created a pack with Bruce, making him a Pack Omega.
Alpha's do not have to create packs to sire pups. With permission, they can even have pups or mate with the Pack Alpha's omegas, eg: Jade w/ Roy.
Alpha's with small or failing pack's can choose to merge with a larger pack if the pack Alpha allows it and the pack omega's are in agreement. The pack omega's seal the deal by mating and the pack omega from the smaller park becomes lower ranking.
The Pack Alpha of the smaller Pack becomes second ranking.Legitimate alpha children of the Pack Alpha automatically become second ranking at 18. Any other Alphas that are accepted into the group or adopted in will be lower ranking.
If their are several pack's stemming from the one pack, that one pack is the Main Pack. The pack's stemming from the Main Pack are called Sub-Packs.
The Main pack's Pack Alpha doesn't really get much say or any power at all over any Sub-Packs that are created.
Pack Omega's have the same amount of power over a Pack as Second Alpha's do.
Lower ranking Alpha's have no power over the pack they are in, but do have power over a pack they create, as they would become that Sub-Pack's Pack Alpha.
Lower ranking Alpha's can sometimes be accepted into any of the second alpha's packs to seem more powerful.
Lower ranking Alpha's don't actually spend much time with their allocated pack's anyways, as they prefer to be alone (this feeling changes when they are mated to an Omega and create their own pack)
Pack Omegas have the power to accept more omega's into the pack without permission from the Pack Alpha.
Second Omegas are usually previous Pack Omegas of smaller packs that have merged into a larger pack, eg: Star.
Second Omegas can also be omega's other than the Pack Imega who is/has carried a pup sired by the Pack Alpha, eg: Bernard.
Ranking among the omega's can depend on weather they have mated with any of the alpha's within the pack.
The Omega's in a pack are mated to the Pack Omega, not the Pack Alpha. (Note: mating is defined by the action of giving and receiving a mating mark. You cans sure pups or just have sex without mating)
Omega's can only have sex with other omega's within the pack.
Alpha's in a pack can have sex with anyone outside the pack but the Pack Alpha MUST remain faithful to the Pack Omega.In packs, The Pack Alpha sires pups with the Pack Omega (with permission from the PO the PA may sire pups with another omega within the pack too). The Pack Omega sires pups with all the other omega's. Second omega's can sire pups too with permission, some from merged packs may already have sired pups.
All the omega's from a merged group must be mated to the Pack Omega of the larger pack.
Lonely omegas/omegas not accepted into a pack, will either have illegitimate pups with rogue alphas, or adopt and pups to care for. Either way they will end up accumulating a little because omega's need to be in groups.
If an omega who is already in an omega group becomes a Pack Omega, that group will then automatically become a proper pack.
If that omega becomes apart of a pack, any alpha's pups will become lower ranking Alpha's at 18 and omega's are automatically accepted as the pack's pups until they go and find their own packs. They will usually be forced out if they haven't found a pack of their own pack by the age of 21-25.
In packs, omega's accept all pups as their pups, regardless of who birthed them. Raising pups is a group effort.
This is why omega's, even if they're not in packs, will group together to raise pups. However there can be no Pack Omega with a Park Alpha. They are simple a group of omega's raising their accumulated young together, which can very often be disorganised. Pups can sometimes be sired within a group of non-pack omegas.

###'s Pack is only successful because of ###. If Ra's was left his own devices he'd have a group of only Alpha's lurking around his territory.
Another thing to add. Not all packs are built like this, there are packs that only have Pack Alpha, Pack Omega- maybe a second omega, and a all their pups.
Pack Alpha's might not accept pups that aren't carried or sired by the Pack Omega.
Alpha's in a pack can mate or sire with other omega's with the Pack Alpha's permission, but none of them can touch the Pack Omega at the risk of expulsion from the pack or worse.
Usually the Pack Alpha is not allowed to touch any Omega other than the Pack Omega. Sometimes the PO will allow the PA to mate/sire pups with one of the Second Omega's.
Alpha's can mate with alpha's but they can't create a pack like that. All omega's are fair game for all omega's.
