It's every year.
Even the tiny little freshmen coming from middle school know what day it is. The second week of school, a month before homecoming. One student will be chosen to be the Heartbreaker - the overlord of breaking hearts for that year. The rules are as follows:
1) No one can reveal who the Heartbreaker is.
The only rule, whatsoever. Even if you know, you keep your mouth shut. That is, until homecoming.
At homecoming, everything changes. That night, the four Heartbroken wear a silver heart on their cheek, and the Heartbreaker arrives in a special dress or suit (depending on gender), and they get to bask in the glory and 'honor' hurting people brings.
Notice how I used the quotation marks. Honor.
