Wattpad is global, and not every country uses quotation marks for written speech, aka dialogue.
Some countries use dashes or question marks on either side. Some use quotation marks.
If you want to write English dialogue, here are some tips.
American English dialogue is like this, with quotation marks and punctuation on the inside, and punctuation after the tag. The exception is front-loaded tags.
In some transliterations of English, like Greek into English, the punctuation is on the outside, but many writers trying to use the outside method mess up consistency. I read a translated book that had perfect constancy.
"I love him," Mary said.
Descriptive sentience.
"I love him!" Mary grabbed his shirt.
No tags, if readers know who is talking.
"I love him."
Front-loaded tags.
Mary spoke to them, "I love him."
Mary grabbed his hand. "I love him!"
