the reason why your world has millions of poor people is because they're extracting every single power and energy in that world
As for no power, it also could be said the same but with more slavery, forcing you guy's to work for someone or something you don't know,
As fot extinction, it's because they're killing animals so they can feed those working in the empire,
As for missing people, they're kidnapping people who are powerful in thier world, than extract they're soul for more forces then destroying the AU,
and missing technology is basically trying to kill that world by making it be so much behind of the time."
