Ok so imagine that there are multiple different species of merfolk and they're all at war because surprise surprise, even merfolk wanna rule the entire ocean.
America is a rebellious little merman who finally swam away from his megalomaniacal grandpa (we all know the story)
Mexico is a merman who, upon escaping the evil grasps of servitude under the Spanish empire, is starting a merfolk uprising for sh*ts and gigs
America finds Mexico and wants to join this super cool revolution, but since he's the second heir to great Brit's lil merkingdom a lot of the rebellious merfolk don't trust him and want him dead. Meanwhile, America realizes that his royal family is looking for him, and his involvement with the rebellion might very well spell its doom.
But uh oh, he fell in love with Mexico!!!!!!!
So basically America doesn't want to return home and never see this hot merman again but also doesn't want to ruin the cause Mexico was devoting his life to fulfilling, so they have to keep the gayness under wraps
