Chap VIII - An Empire and A Shogunate

For almost a century, Parpaldia stood as an Empire, often called as "Empire of Southern Phillades." Following the Dictate of Cartalpas 25 years ago, the Third Civilization Area was established and Parpaldia was granted the title of superpower. The Empire is trusted to administer the affairs of the Third Civilization Area.

In recent history, Parpaldia has begun what known as "aggresive diplomacy" and adopted imperialism and expansionism. Previously, Parpaldia was in realpolitik policy, which focused on diplomacy. Such policy hadn't been changed since the reign of Emperor Julius VI.

Emperor of Parpaldia has given trust to the supreme governing body below the Emperor himself, the Royal Court, to govern the Empire until his return to the throne. While the Emperor himself a so-called "long rest." It was then Parpaldia under the Royal Court became aggressive.

For the last eight years, demands and subjugations have become frequent. Oppression against small and weak countries were common. And slavery and forced labor were reenacted.

The Parpaldian society has also changed from supporters of "isolationist" into supporters of expansionism and imperialism. War support is so frequent.

Almost all diplomatic relations of the Empire with the neighbors and other countries have gone down bad. Not only deteriorating, but some have also severed all ties with the Empire. Major trade crisis tends to happen lately, those trade crisis were all solved only with force and threats.

In the wake of new ideology within Parpaldia, the people wanted Parpaldia to become more than what it is now. They wanted to be powerful than before, even surpassing the other superpowers, to dominate the world and make everyone kneels.

About three or four days ago, Parpaldia send a proposal to Fenn, a relatively peaceful island state west of Phillades. The Parpaldian delegate proposed a lease, a lease of a 400 square kilometer area of empty land for the Empire to set up a military outpost in turn for Fenn to receive a semi-civilized status. However, Fenn, in a very polite way as possible, rejected the proposal.

The duration of the lease is extremely ridiculous, at 498 years for the land. On Earth, it might be considered crazy, even for the British, as the British Empire had Hong Kong leased for them for 99 years under the Second Convention of Peking, yet Britain still complied with the convention.

A second proposal were given. However, the proposal is no different than the previous one. The only thing that was changed is the land area being reduced to 360 square kilometers. The Fennese government saw it as "an unbeneficial proposal."

The event later escalated into bilateral conflict. Many have expected a war between them, so many began to pray for Fenn.

"They WHAT?!"

The Third Foreign Affairs Department, a branch of the Parpaldian Ministry of Foreign Affairs, is responsible for and in charge of diplomacy in countries outside civilized areas, basically barbarian countries. Previously, this branch of the foreign ministry was responsible for outside civilized areas diplomacy in a civilized way. With Parpaldia changing its ideologies, the Third Foreign Affairs Department is forced to imply aggressive diplomacy by bringing gunboat diplomacy to the outside civilized area countries.
