Prologue

"Why does it have to be raining?" Ritsuka Fujimaru said to herself as she ran through the storm. This was her first assignment as a junior inspector for the Criminal Investigation Department, the police force of Japan. According to the Sybil System, she would be the most successful as an inspector. She knew it was the perfect position for her between that and her moral compass. And as of a couple days ago, she was assigned to Division 4 of the CID. Her senior inspector was Shirou Emiya.

She ran past the drones sealing the area off and into a tent in front of an old building, ready to be destroyed.  She had heard a lot about him and his work as an inspector. And if she had to be honest, she thought he'd be taller. In fact, now that Fujimaru got a better look at him, he was pretty skinny, although fit. The inspector was in their thirties with short crimson hair and hazel eyes that were soft yet harsh at the same time. He was wearing standard bulletproof vest over his suit with a Dominator, the primary weapon of the CID, by his side

"You're the new junior inspector?" Emiya asked her. Fujimaru nodded.

"Junior Inspector Ritsuka Fujimaru, sir!" She announced "I'll be working on Division 4 now."

"Were you informed about the situation?"

"Yes Sir. A latent criminal who broke out of prison was identified to be here." Fujimaru said.

"And you know who this person is."

"It was in the file."

"Good. The Enforcers will be here soon." finally he looked at his junior inspector "Fujimaru there's something you need to know about Enforcers."

"They're latent criminals." Fujimaru said "attack dogs." Emiya shook his head.

"Attack dogs, is that they're called?" he said "I guess in many ways you could consider them hounds. However you have to remember they're also people. Treat them as you would treat anyone else in our society. Hell Division 1 has two former inspectors as Enforcers."

It made sense that Inspector Emiya would have sympathy for Enforcers. Fujimaru did some research into him when she was assigned to Division 4. From the records, Emiya's Psycho-Pass had almost fully clouded multiple times with his Crime Coefficient going over the standard score in two occasions. Once after his family's death and another after a brutal fight between him and a fellow classmate. He himself could've ended up either in prison or as an Enforcer. A part of Fujimaru wondered how he was able to become an inspector. Could it have been sheer luck?

"There they are." the senior inspector said as a police truck pulled over. The back door of the truck opened and out walked four Enforcers. Each in black and white suits not to different from the inspector's own clothing.

One of them was a young woman with short dark brown hair and purple eyes. She looked around the senior inspector's age. She had this look of innocence on her face. But as soon as she saw Emiya she turned away, trying to hide her face.

The second Enforcer to walk down looked, probably in his mid forties with dark skin and bright blonde hair and reached down to his chest. He had a smug look on his face and gave Fujimaru a wink as he walked down.

"Stop messing around Gallista." a man behind him said, pushing the Enforcer lightly. He had an American accent. Tall, muscular who wore glasses and had short blonde hair not to different from Gallista.

And finally walked out a man with spiky black hair and grey eyes. He had a black trench coat over his clothes. Looking at him, Ritsuka didn't see a person, she saw a beast. A killer.

"Enforcers. This is Ritsuka Fujimaru. The new inspector." Emiya said "Inspector, this is Division 4. Sakura Matou, Bazdilot Cordelion, Atrum Gallista and finally Kiritsigu Emiya.
