If quirks were rare: like almost no one had quirks and the government is searchingfor people that have quirks.
Plots:
Bakugo is born with his explosion quirk, but has to hide it from society or else the government will try to run experiments on him or lock him up.
Or
Deku meets All Might, who has secretly saved hundreds of people. But has to find another person to past One For All to because his time is running out. And he just so happens to find Izuku Midoriya, who has proven he is worthy. So Midoriya gets OFA and has to learn to use it and keep it a secret. Because the governments are searching for people with quirks.
